This study aims to examine the implementation of the Regional Regulation of Banggai Kepulauan Regency concerning labor administration in improving the welfare of local workers. As an archipelagic region with continuously developing natural resource potential, the protection and empowerment of local workers are essential to preventing economic marginalization. This research employed a descriptive qualitative method using a public policy study approach. Data were collected through in-depth interviews with the Department of Manpower, business actors, labor union representatives, and a review of relevant legal documents. The findings indicate that the implementation of the labor policy has been carried out but has not yet reached its full potential due to several challenges, including limited funding for labor supervision, a mismatch between the competencies of local graduates and labor market demands, and weak enforcement of sanctions against companies that fail to comply with local employment quota regulations. Therefore, strengthening institutional capacity, enhancing competency-based training programs, and developing a transparent local labor market information system are necessary to improve the welfare of local workers and the effectiveness of labor policy implementation.
