Abstract

This study aims to analyze the competency of State Civil Apparatus (ASN) facilitators in improving the performance of Family Planning Counselors (PKB) in South Barito Regency. The study employed a qualitative approach with a descriptive design. Data were collected through in-depth interviews, observation, and documentation involving ASN facilitators, family planning counselors, community cadres, and organizational leaders selected purposively. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña through data reduction, data display, and conclusion drawing. The findings reveal that facilitator competency is reflected not only in knowledge, skills, and professional attitudes but also in their roles as knowledge brokers, problem solvers, coaches, and mentors. These roles are manifested through knowledge transfer, technical assistance, problem solving, coaching, mentoring, and continuous capacity building. The study concludes that facilitator competency contributes to improving program understanding, reporting quality, work coordination, motivation, and counselor performance. The findings propose an integrated facilitation model that explains the relationship between facilitator competency, capacity building, and the performance improvement of family planning counselors.
