Abstract

This study aims to analyze the innovations implemented by Indonesian Migrant Workers (IMWs) in Dubai, United Arab Emirates (UAE), to enhance the quality of human resources through the development of education, soft skills, and hard skills, as well as to identify the supporting and inhibiting factors influencing these innovations. The study employed a qualitative method with a case study approach. The research informants were Indonesian migrant workers employed in the maritime sector in Dubai and were selected using a snowball sampling technique. Data were collected through observation, interviews, and documentation, and subsequently analyzed through data reduction, data display, and conclusion drawing. The findings indicate that innovations in human resource development are carried out through formal education, online learning, professional training, competency certification, the utilization of digital technology, mentoring, and experiential learning. Soft skill development includes cross-cultural communication, teamwork, leadership, adaptability, and decision-making abilities. Meanwhile, hard skill enhancement is achieved through technical training, simulator training, professional certification, and self-directed learning supported by digital technology. Supporting factors include strong learning motivation, company support, technological advancement, professional communities, and international work experience. Inhibiting factors include limited time, work-related fatigue, language barriers, cultural differences in the workplace, educational costs, and limited access to specialized training programs. This study emphasizes that innovation is a key factor in improving the competitiveness of Indonesian migrant workers in the global labor market
