Human resource capacity development at the General Elections Commission (KPU) of Pinrang Regency is continuously carried out to maintain the quality of organizational performance and the implementation of its duties. This study aims to analyze the specific training needs of KPU Pinrang Regency employees and evaluate the effectiveness of training programs in improving their cognitive competencies. The research employed a mixed-methods approach using a Sequential Exploratory design. The first stage was conducted qualitatively through a Training Needs Analysis (TNA) using interviews, questionnaires, and observations. The second stage was conducted quantitatively using a one-group pre-test–post-test design involving 29 respondents and analyzed using the Paired Samples T-Test. The qualitative analysis revealed that employees experienced significant challenges in institutional protocol affairs, leading to the development of a Protocol Training Program. The quantitative results demonstrated that this needs-based training was significantly effective in enhancing employees’ knowledge, as indicated by an increase in the mean score from 4.0000 (pre-test) to 8.8966 (post-test), with a test result of t(28) = -8.642 and a significance level of p < 0.001. The absence of a significant correlation between pre-test and post-test scores (r = -0.065; p = 0.737) suggests that the improvement was independent of participants’ initial abilities. In other words, both participants with low and high initial scores experienced knowledge gains after participating in the training.
