This study aims to describe the implementation of seven aspects of human resource management (HRM) at the Annisa Swasti Foundation (YASANTI), a women’s empowerment organization classified as a Human Service Organization (HSO). The seven aspects examined refer to Kettner’s (2013) framework, namely: HR planning, job analysis and design, recruitment and selection, staff orientation and development, motivation and incentive systems, supervision and performance evaluation, and termination. This study employs a qualitative approach with a case study design. Data were collected through in-depth interviews, observations, and documentation, and then analyzed using the model by Miles et al. (2014). The results indicate that all seven HRM aspects are implemented at YASANTI, though with varying levels of effectiveness. The aspects of recruitment, orientation, intrinsic motivation, and termination are generally aligned with Kettner’s principles. Meanwhile, HR planning, which remains reactive and undocumented, as well as supervision and evaluation, which lack formal instruments, are aspects that need to be strengthened. Financial instability is a structural factor affecting nearly all aspects of HR management in this organization.
