Digital piracy has evolved into a systemic threat to Indonesia's copyright ecosystem, characterized by surging platform-based infringements and weak enforcement in cyberspace. This study aims to analyze existing copyright policy, identify structural weaknesses in current regulations, and formulate an adaptive policy reconstruction model addressing the dynamics of digital piracy. A juridical-normative approach with comparative analysis of international copyright systems is employed. The results reveal that Law Number 28 of 2014 on Copyright contains fundamental deficiencies in confronting the digital landscape, particularly regarding takedown mechanisms, digital platform obligations, and the sanction regime. Policy reconstruction is imperative through strengthened platform regulation, international legal harmonization, and technology-based enforcement capacity building. These findings offer substantive contributions toward the modernization of Indonesian copyright law in the digital economy era.
