This research aims to measure the magnitude of the implementation gap in solid waste management policy in South Tangerang City based on available performance data, and to identify inhibiting factors along with their relative hierarchy through Edwards III's four-dimensional framework communication, resources, implementing disposition, and bureaucratic structure. The core problem is the gap between the JAKSTRADA target (30% waste reduction by 2025) and the actual achievement of only 13.2% in 2023 a deviation of 16.8 percentage points amid rising waste generation pressure averaging 2.5% per year (CAGR), from 972.63 tons/day (2022) to 1,022.00 tons/day (2024). The method employed is document analysis with deductive content analysis within an interpretivist-constructivist paradigm. The findings show that limited TPS3R capacity and fragmented inter-agency coordination without measurable monitoring mechanisms are structural barriers with the highest direct constraints and cross-dimensional effects, while communication and disposition barriers are conditional. This study contributes to policy implementation literature by integrating performance gap measurement and structured qualitative comparison within Edwards III framework.
