Abstract

This study aims to analyze the implementation of supervision over waqf land for religious buildings at the Bureau of Social Welfare of West Java Province. Waqf land, as a religious asset, plays an important role in supporting the social and spiritual life of the community; therefore, effective supervision is necessary to ensure legal certainty and prevent potential disputes. This research employs a descriptive qualitative approach with data collection techniques including interviews, observations, and documentation. The analysis is conducted using the policy implementation theory of Van Meter and Van Horn, which consists of policy standards and objectives, resources, characteristics of implementing agencies, interorganizational communication, disposition of implementers, and the social, economic, and political environment.

The findings indicate that the implementation of supervision has been carried out in accordance with the coordinating function of the Bureau of Social Welfare; however, it has not been fully optimal. The main constraints include limited human resources, the absence of specific standard operating procedures (SOPs), budget and facility limitations, and the lack of an integrated data system among related institutions. Although the implementers demonstrate good commitment and responsiveness to issues, the supervision remains reactive rather than preventive. Therefore, improvements are required through the development of technical guidelines, capacity building for personnel, and the strengthening of an integrated information system to enhance the effectiveness of waqf land supervision in West Java Province.
