Abstract

This study aims to analyze the impact of TPP on ASN performance, with work motivation serving as a mediating variable. The research was conducted among ASN employees at the Regional Secretariat of Central Halmahera Regency, involving a sample of 108 respondents, comprising 91 permanent civil servants (PNS) and 17 government contract employees (PPPK). The analytical method used was Structural Equation Modeling–Partial Least Squares (SEM–PLS). Findings indicate that TPP has a positive and significant influence on ASN performance, both directly and through the mediation of work motivation. Motivation emerges as a critical link that enhances the TPP’s impact on performance. These findings suggest that TPP policies cannot function in isolation but must be integrated with human resource development strategies and efforts to strengthen organizational culture. The policy implication of this study is the need to design a TPP system that is fair, transparent, and directly linked to performance indicators, while also enhancing programs that foster employee motivation and capacity. With such an integrative approach, TPP can serve not merely as a financial incentive, but as a strategic instrument to develop professional, productive, and service-oriented civil servants.
