Abstract

This study aims to analyze the influence of motivation and work environment on the performance improvement of State Civil Apparatus (ASN) at the Personnel and Human Resource Development Agency of Southwest Papua Province. The research is motivated by the urgency of human resource quality in supporting effective public service and regional governance. This quantitative study employs an associative method, with the population consisting of all ASN employees at the aforementioned agency, using census sampling. Data were collected through questionnaires utilizing a Likert scale and analyzed using validity and reliability tests, multiple linear regression, and hypothesis testing with the help of SPSS version 25. The findings indicate that motivation and work environment simultaneously have a significant effect on performance improvement. However, partially, only the work environment has a positive and significant influence, while motivation does not significantly affect performance. This confirms that improving the work environment is a key strategy for enhancing ASN performance in government institutions. The coefficient of determination (R²) of 98.8% demonstrates that the combination of motivation and work environment explains the majority of performance improvement variation. The practical implication is the necessity for organizations to prioritize a conducive work environment to drive productivity and the quality of public services.
