This study aims to analyze the effects of compensation and competence on the performance of elementary school teachers in Teluk Bintuni Regency, West Papua Province. The research employed a quantitative approach using a survey method. Data were collected through questionnaires distributed to civil servant elementary school teachers and analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM). The research variables consisted of compensation and competence as independent variables and teacher performance as the dependent variable. The results indicate that compensation has a positive and significant effect on teacher performance. In addition, teacher competence—encompassing pedagogical, professional, social, and personal competencies—also has a positive and significant effect on performance. These findings suggest that improving teacher welfare through an adequate compensation system, along with continuous competence development, plays a crucial role in enhancing elementary school teacher performance. This study provides empirical evidence that compensation and competence are key determinants of teacher performance, particularly in the context of developing regions with geographical constraints. Therefore, policies aimed at improving teacher performance should focus on strengthening region-responsive compensation systems and promoting sustainable teacher competence development to support the improvement of basic education quality.
