This study aims to analyze the perceptions of students, teachers, education activists, and parents towards the education policy initiated by Governor Dedi Mulyadi and assess the effectiveness of the policy in terms of urgency of needs, communication and socialization processes, and the level of community involvement. The research design used a mixed design method with a sequence explanatory approach in which quantitative data were first collected through a perception survey on six aspects of education policy, then deepened through in-depth interviews with students, teachers, education activists, and parents. Quantitative data analysis used statistical tests, while quantitative findings through triangulation techniques on the four subjects. The results of this study showed an average value of the perception of the effectiveness of education policy of 2.49, which means that its implementation is not yet fully effective and still requires improvement. Only two policies were received positively from the overall policy. Qualitative results are strengthened by indicating a gap between the policy vision and implementation readiness, particularly in the aspects of education stakeholder participation, public communication, and technical readiness. Dedi Mulyadi's education policy represents a populist-directive leadership style, but its effectiveness depends on strengthening participatory strategies, academic studies, and orientation to the contextual needs of education.
