Abstract

This study aims to develop a conceptual model of WISE-PTS (Wisdom, Integrity, Socio-Cultural Embedment, Execution) as an alternative wisdom-based leadership framework to enhance quality assurance and institutional competitiveness. Private higher education institutions (PTS) under the coordination of LLDIKTI Region XVI face increasingly complex governance challenges due to limited human resources, institutional disparities, and rising regulatory demands. Employing a qualitative conceptual approach, the study integrates systematic literature analysis with secondary data from the Higher Education Statistics of the Ministry of Education (2022-2024) and the LLDIKTI XVI Dashboard (2025). The findings indicate that conventional transactional and transformational leadership models remain inadequate in addressing contextual and adaptive needs of private universities. The WISE-PTS model emphasizes the integration of moral wisdom, local cultural values, institutional integrity, and strategic execution capacity to build reflective, ethical, and effective leadership. The model provides theoretical and practical implications for improving academic governance, strengthening a sustainable quality culture, and enhancing the credibility and accountability of private higher education institutions.
