Abstract

This research aims to analyze the implementation of public service standards in population administration in Bekasi Regency. The study focuses on the effectiveness of applying service standards as a benchmark for the quality of population administration services provided by the Department of Population and Civil Registration. The research method used is descriptive with a qualitative approach, employing in-depth interviews, observations, policy documentation, and field notes. The analysis applies Edward III’s policy implementation framework, which emphasizes four key variables: communication, resources, disposition of implementers, and bureaucratic structure. The findings reveal that although regulations and service standards have been established in accordance with Law Number 25 of 2009 on Public Services, their implementation still faces challenges such as inconsistent policy communication, limited human resources and infrastructure, uneven disposition of officials, and a bureaucratic structure that tends to be complex. The study concludes that strengthening staff capacity, modernizing infrastructure, simplifying procedures, and enhancing internal supervision are necessary to ensure that population administration services in Bekasi Regency are effective, transparent, and responsive to the diverse needs of society.
