Abstract

This research aims to formulate an integrated digitalization strategy for public administration to realize Smart Governance in Indonesia. The study employs a qualitative approach combining literature review, public policy analysis, and case studies conducted in several government institutions (the Ministry of Administrative and Bureaucratic Reform, West Java Provincial Government, Surabaya City Government, and East Belitung Regency Government). Data were collected through in-depth interviews, direct observation, and document analysis of the Electronic-Based Government System (SPBE), and analyzed using the interactive model of Miles & Huberman (2020). The results show that the success of digital transformation is determined not only by the availability of digital infrastructure but also by adaptive policy, bureaucratic culture, change management, and multi-stakeholder collaboration. The research produces an Integrative Digitalization Strategy Model (IDSM) consisting of five main components: adaptive policy, technology infrastructure, change management, intersectoral collaboration, and Human-Centered Design (HCD). The pilot implementation increased public service efficiency by 20% compared to the baseline condition, mainly in transparency and citizen satisfaction
