This study aims to analyze the strategy of empowering women and persons with disabilities through the role of inclusive digital transformation in public services in North Gorontalo Regency. The research method uses a qualitative approach with a case study design through data collection techniques of in-depth interviews, participatory observation, and document studies. The results reveal that inclusive digital transformation still faces significant challenges in terms of digital infrastructure accessibility, low digital literacy, and limited regulatory support. Although local governments have developed initiatives such as digital literacy training and voice command-based accessibility features, their effectiveness remains limited due to suboptimal multi-party collaboration and community participation. The research conclusion indicates that inclusive digital transformation can be an effective strategy for empowering women and persons with disabilities if supported by regulatory strengthening, digital infrastructure investment, and the implementation of a pentahelix collaboration model involving all stakeholders.
