Abstract

This study aims to analyze how the Bandung Regency Government formulates and implements its stunting reduction strategy and why this strategy has yet to produce significant and consistent impacts on reducing stunting prevalence. Using a qualitative case study approach and Geoff Mulgan’s theory of public strategy as the analytical framework, the research focuses on two critical dimensions: resources and power. Data were collected through in-depth interviews with key informants across various local government agencies, field observations, and document analysis of relevant policies and program reports. The data were analyzed using Miles and Huberman’s interactive model, with source and method triangulation employed for validation. The findings reveal that the strategy has not been institutionalized within budgeting and planning systems; human resource distribution and capacity remain inadequate; and data systems are fragmented and sectoral. Furthermore, intersectoral coordination lacks effectiveness due to limited orchestration and weak regulatory enforcement. The study indicates that Bandung’s strategic approach remains largely administrative and is not yet responsive to the complexities of field conditions. It recommends the development of more operational regulatory instruments, functional institutional integration, and the strengthening of cross-sector implementation capacity in a measurable and adaptive manner.
