This research examines how Standard Operating Procedures (SOPs) influence employee performance at the West Sumatra Industry and Trade Office. Using a descriptive qualitative approach and Van Meter & Van Horn’s (1975) policy implementation model, data were gathered through interviews, observation, and documentation. Findings reveal that SOP implementation aligns with the guidelines but remains suboptimal due to limited personnel and inadequate socialisation, and resistance to procedural changes. Nevertheless, the implementation of SOPs has contributed positively to work efficiency, timeliness of service, and clarity of employee roles. It is concluded that the effectiveness of SOP implementation is influenced by factors such as resources, communication, regulations, and the commitment of implementers.
