Abstract

This research is designed to provide a comprehensive analysis of the implementation of the port service fee policy at the Juata Ferry Port Technical Implementation Unit (UPTD) in Tarakan City. This policy is governed by Regional Regulation Number 3 of 2023 issued by the Tarakan City government. For the analytical foundation, Edward III’s public policy implementation theory is employed to interpret the findings. Furthermore, the study adopts a descriptive qualitative methodology. Data were rigorously collected by means of in-depth interviews, thorough observations, and systematic document analysis. Informants were selected through purposive sampling and consisted of technical government agency officials, the Head of the Transportation Office, the Head of UPTD, field staff, and port service users. The findings show that in terms of communication, the fee regulations have been effectively communicated at the organizational level, although public outreach remains limited. Regarding resources, the availability of fee collection personnel and infrastructure has supported policy implementation, although capacity building is still needed. In terms of disposition, policy implementers demonstrate an understanding of their roles and responsibilities and show commitment to improving services. As for bureaucratic structure, the implementation of fees has followed established procedures and regulations, with adequate inter-agency coordination. The study recommends strengthening the digitalization of the fee collection system, enhancing human resource capacity through technical training, and optimizing public outreach regarding the policy to increase compliance and overall policy effectiveness. With these measures, the implementation of the policy is expected to become more effective and contribute to increasing Tarakan City’s locally generated revenue (Pendapatan Asli Daerah, PAD).
