Abstract

Smoking remains a critical public health issue in Indonesia, particularly among adolescents, which led the Padang City Government to issue Regional Regulation No. 24 of 2012 concerning Smoke-Free Areas (KTR), designating schools as non-smoking zones. This study aims to analyze the implementation of the regulation at SMA Negeri 2 Padang by employing a descriptive qualitative approach and George C. Edwards III’s policy implementation theory, which emphasizes four key aspects: communication, resources, disposition, and bureaucratic structure. The findings reveal that the enforcement of KTR has not yet achieved optimal effectiveness, as socialization activities remain limited and inconsistent, monitoring is irregular, supporting facilities are inadequate, the commitment of policy implementers is not uniform, and bureaucratic mechanisms as well as external coordination have not been fully effective. External challenges, particularly the easy availability of cigarettes around the school environment, further weaken the policy’s impact. This study underscores the significant role of communication and implementer disposition in ensuring successful implementation, and it recommends continuous socialization, stronger supervision, and synergistic collaboration among schools, families, and the community to foster a healthy educational environment free from cigarette smoke.
