Abstract

This study aims to investigate the implementation of the Smart Indonesia Card-College (KIP-K) program at the Faculty of Teacher Training and Education, Sriwijaya University, in supporting the improvement of human resource quality by using George C. Edward III's theory. The method used is quantitative-descriptive. Informants in this study were FKIP students at Sriwijaya University who received the KIP-K program in 2024/2025. Data collection used questionnaire distribution techniques, non-participant observation, and documentation studies. The results of the study indicate that the implementation of the KIP-K program at FKIP, Sriwijaya University, although categorized as good to very good, and has succeeded in supporting the improvement of human resource quality. In the implementation of the program, several factors support and inhibit. The existence of these inhibiting factors means there is still room for improvement so that the program implementation is more effective and on target. The conclusion is that the implementation of the KIP-K program has not been running well because there are still inhibiting factors in the form of communication consistency, supporting facilities, implementer responsiveness, and program management.
