This study aims to examine the strategies implemented by the Unit Pelaksana Teknis Daerah Perlindungan Perempuan dan Anak (UPTD PPA) of Surabaya City in addressing violence against adult women. This study uses a qualitative descriptive approach with a case study type, with the research location at the UPTD PPA of Surabaya City. Data collection techniques were carried out through interviews, observation, and documentation, with informants selected using a purposive sampling technique. The results of the study indicate that the UPTD PPA has implemented four main strategies based on Kotten's strategy theory, namely organizational, program, resource support, and institutional strategies. Organizational strategies are evident in the objectives of the organization's vision, mission, goals, and values. Strategic programs include complaint services, victim outreach, case management, shelter provision, mediation, and assistance. The impact is positive, seen from the increased public awareness to report and the support received by victims. However, the resource support strategy faces challenges in the human resources aspect, particularly the lack of permanent psychologists and the dominance of non-civil servants. The institutional strategy is considered strong through clear regulations and consistent implementation of SOPs. The conclusion of this study shows that the strategy of the UPTD PPA of Surabaya City in handling violence against adult women has been running quite well, although improvements are needed in the human resources aspect and regular evaluation SOPs to strengthen service effectiveness.
