Abstract

This research was conducted with the aim of examining the effectiveness of the implementation of the Indonesia Smart Program (PIP) within the Department of Education and Culture of Banggai Regency in 2023. The PIP is one of the central government’s strategic programs in the education sector, designed to expand learning opportunities by providing financial assistance to students from economically disadvantaged families. This study employed a descriptive qualitative approach with purposive sampling in selecting informants. Data were collected through in-depth interviews and direct observations involving five informants considered closely related to the research focus. The findings indicate that although the PIP has been implemented in accordance with the established procedures, its effectiveness has not yet reached an optimal level. The inhibiting factors include limited budget allocations from the central government, which prevent all eligible students from being proposed as beneficiaries; errors in data input and delays in data processing; and cases where some parents misuse the financial aid for household needs rather than educational purposes. These results highlight the necessity of strengthening coordination, collaboration, and accountability among the Department of Education and Culture, schools, and teachers to ensure that the program is truly well-targeted, transparent, and contributes optimally to improving the quality of education.
